The ladder was fully extended and was still approximately 1.5 feet below the roof edge. The roof to ground height measured approximately 17 feet 5 inches.

Employees were using an extension ladder to bring material up to the roof. The employee was climbing the ladder while carrying two approximate 28 pound rolls of underlayment over his shoulder. The employee was exposed to an approximately 17 feet 5 inch fall hazard.
