29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502. On 3/22/16, at the Hickory Hills job site in McDonough, Georgia, employees were exposed to fall hazards from the second story house they were framing. Employees were standing and walking on the top plate of the house under construction so as to position the trusses being set.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards. On 3/22/16, the employer did not train employees performing residential framing operations in the recognition of fall hazards associated with that work and how to eliminate those hazards.
