29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At 120 Sand Dune Dr. Gulf Shores, Alabama: On or about April 5, 2016 and at times prior; the employer failed to ensure a portable extension ladder used by employees to gain access to the roof had its rails extend at least three feet above the landing area exposing his employees to a fall hazard of 19.3 feet to the ground below.
