29 CFR 1926.454(c)(3): When the employer had reason to believe that an employee lacked the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, the employer did not retrain each such employee so that the requisite proficiency was regained. Retraining was required in at least where inadequacies in an affected employee's work involving scaffolds indicate that the employee had not retained the requisite proficiency: On or about April 2, 2016, at 723 Lincoln Lane, Miami Beach, Florida 33141, an employee was assessing the platform in the shoring system by climbing the shoring support braces. exposing the employee to a fall hazard of approximately 13 feet.
