29 CFR 1910.176(b): Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse.  Employees were exposed to struck-by and crushing hazards in that the employer stored material in a manner which created hazards in the following locations:  a) materials stacked in an unsafe manner at tool display case on the retail floor  b) materials on pallets stacked in an unsafe manner in the storage room
