29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about April 7, 2016, and at times prior thereto, employees were framing the outside wall on the second floor of a commercial construction. Employees were not provided with any type of fall protection, they were exposed to a fall of over 6 feet to the ground below.

29 CFR 1926.503(a)(2): The employer did not assure that each employee exposed to fall hazards was trained by a competent person qualified in the areas specified in 29 CFR 1926.503 (a)(2)(i) through (viii) On or about April 7, 2015, and at times prior thereto, the employer did not assure employees had received training on fall hazards prior to having them work at height's over 6 feet above the ground below.
