29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided:      (a)  On or about 04/07/16, at the Ivy Bridge Townhomes, located on 3392 Buffalo Road, in Rochester, New York, employees exiting the north end of the building where an electric portable saw was in use to cut siding and trim sections, were not provided with an intermediate step or runway; where the step elevation was more than 19 inches.    NO ABATEMENT CERTIFICATION REQUIRED
