29 CFR 1926.451(f)(15)(i): A ladder placed against a structure which was not part of the scaffold was not secured against the sideways thrust exerted by the ladder. On or about April 8, 2016, at the above addressed site, an employee was exposed to a fall of approximately 4 feet when stripping wooden forms from a portable ladder set up on the work level platform of a fabricated frame scaffold while the scaffold was not secured against sideways thrust.
