29 CFR 1910.176(b): Material stored in tiers was not stacked, blocked, interlocked or limited in height so that it was stable and secure against sliding and collapse: FLAMMABLE STORAGE BAY: On or about March 28, 2016, several 5-gallon pails of Seaguard Ablative Anti-Foulant Coating, a flammable and toxic paint, were stored on a wooden pallet on a shelf of a storage unit, 15 feet above the floor. The containers were not secured to the pallet or to each other. When the pallet was removed from the shelf using a forklift, one of the 5-gallon containers fell to the floor, opened, and the contents spilled on the floor.
