29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.     On April 13, 2016 and times prior to, employees were working on the roof of an apartment complex housing without using any form of fall protection. Employees were exposed to fall hazards of more than six feet to the next lower level.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards:    On April 13, 2016 and times prior to, the employer did not ensure employees working on the roof of residential housing were trained.  This condition exposed employees to fall hazards above 6 feet.

29 CFR 1926.850(a): An engineering survey was not performed by a competent person to determine the conditions of the framing floors and walls and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations.    On April 13, 2016 and times prior to, the employer did not ordered a survey indicating the condition of the building to determine if the building was safe to work on. This condition exposed employees to falls and struck-by hazards.
