29 CFR 1910.147(c)(7)(i): General. Training and communication. The employer shall provide training to ensure that the purpose and function of the energy control program are understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees. The training shall include the following: 29 CFR 1910.147(c)(7)(i)(B): Each affected employee shall be instructed in the purpose and use of the energy control procedure: a. The employer failed to perform training, or assure that training was performed, for temporary workers as affected employees under the lockout/tagout standard. Atrium Personnel supplies temporary workers, who work in areas where service and maintenance activities on mechanical power presses are performed, to Sunfield, Inc. The employees were not provided training on the purpose and use of the hazardous energy control program prior to being assigned work in these areas, exposing them to crushing and caught-in hazards at Sunfield, Inc.

29 CFR 1910.217(f)(2): Instruction to operators. The employer shall train and instruct the operator in the safe method of work before starting work on any operation covered by this section. The employer shall insure by adequate supervision that correct operating procedures are being followed. a. The employer failed to perform training, or assure that training was performed, in mechanical power press safe method of operating for temporary workers supplied to Sunfield, Inc. Temporary workers do not receive safe method of operation training prior to being assigned to operate power presses from Atrium Personnel, from Sunfield, Inc. or in some combined fashion by these shared employers.
