29 CFR 1926.850(a): Evidence in writing was not available that an engineering survey performed by a competent person had been performed prior to permitting employee(s) to start demolition operations. a) Worksite, 31 North Second Street, Saint Clair, PA: Employees engaged in the demolition of a former movie house that was damaged due to neglect without the performance of an engineering survey prior to the commencement of the demolition operations which exposed employees to struck-by hazards, as observed on April 20, 2016. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation. The Affordable Demolition & Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.850(a), which was contained in OSHA inspection number 1103652, citation number 2, item number 1 and was affirmed as a final order on December 10, 2015, with respect to a workplace located at 1236 West Walnut Street, Coal Township, PA.
