29 CFR 1926.453(b)(2)(vii): The brakes shall be set and when outriggers are used, outriggers were not positioned on pads or a solid surface: (a). Worksite located at 1000 NE Sam Walton Lane, Lee's Summit, Missouri- Employee was exposed to a fall or tipping hazard in that the one outrigger that was being used was not on a solid surface and was subject to slipping off the edge on to the ground. The pad was on part of the curb and partially in the soft soil.
