29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. On or about at 4/22/16 located at 315 South Belair Rd., GA: Employees were using scaffold components to access the varying levels of the scaffold instead of being provided with a ladder on the scaffold. There was a ladder 20- foot a way but; the employees filed to use it.

On or about at 4/22/16 located at 315 South Belair Rd., GA: Employees were exposed to falling material and tools from top of the scaffold where there were no toeboards as employees worked below. 19- foot from the ground level no toeboards.
