29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one stair rail:  a) RT 495/Northborough Rd., Southborough, MA: on or about April 22, 2016, employees were using multiple stair cases without hand rails to access the upper levels of the residence they were constructing.   Santos Construction  was previously cited for a violation of an equivalent standard  29CFR 1052 (C) 4, which was contained in OSHA inspection number 890806 citation number 1, item number 2 and was affirmed as a final order on April 6, 2013, with respect to a workplace located at 9 Highfield Rd., Hingham, MA.
