29 CFR 1926.50(b): Provisions shall be made prior to commencement of the project for prompt medical attention in case of serious injury. On or about May 2, 2016 an employee was engaged in residential construction activities repairing a section of metal fascia trim on the sloped roof eave of a single-family house. The worker utilized a 24.0 Werner, Type 1A ladder to access the work area exposing the worker to 17.5 foot fall hazards and prompt medical services were not provided The worker was laying on the ground for, what he said was 20.0 minutes and then crawled 45.0 feet to get a signal on his cell phone to call the owner who called 911.

The program shall enable each employee to recognize hazards related to ladders and stairways, and shall train each employee in the procedures to be followed to minimize these hazards. An employee was engaged in residential construction activities repairing a section of metal fascia trim on the sloped roof eave of a single-family house. The worker utilized a 24.0 Werner, Type 1A ladder to access the work area exposing the worker to 17.5 foot fall hazards in that the worker was not properly trained in ladder safety criteria.
