29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e). a. On or before May 12, 2016 where employees were working from the elevated platforms of aerial lifts, the employees did not connect their fall protection harnesses to the anchor points of the platforms, thereby being exposed to fall hazards of fifteen feet.

29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems. a. On or before May 12, 2016 where employees were landing decking on the joists between the first and second floors, the employees were not protected from falls, thereby being exposed to a 16 foot, 8 inch fall hazard.
