At the jobsite near the entrance, the rails on the portable ladder used for access to the roof extended approximately 10 inches past the landing surface, exposing employees to an 8-1/2 foot fall hazard, on or about 5/16/16.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system:   a. At the jobsite on the 3/12 pitch roof, fall protection was not provided to employees replacing sections of plywood and installing water barrier material, exposing employees to a 8-1/2 foot fall hazard, on or about 5/16/16.    Baker's Roofing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(11), which was contained in OSHA inspection number 900570, citation number 1, item number 1 and was affirmed as a final order on 5/5/13, with respect to a workplace located at 601 Rosary Rd, Largo, FL 33770.
