29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner:   a)    Fort Eustis AIT Barrack Building 2308: On or about 05/19/2016, an employee was working from a Baker mobile scaffold erected 4 feet from the ground. Two of four wheels on the scaffold were not locked to prevent movement, thus exposing the employee to possible injuries.   No abatement certification or documentation required.
