29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:  a. Ryland Inn, 111 Old Highway 28, Whitehouse Station, NJ - Block 7, Lot 38, Readington, NJ  Employees engaged in commercial framing activities were observed working below employees working from the roof and from scaffolds where overhead hazards from falling objects existed without a hard hat.   Violation observed on or about May 27, 2016

29 CFR 1926.451(e)(1): A means of access for scaffold platforms more than 2 feet (0.6 m) above or below a point of access, such as portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used:   a. Ryland Inn, 111 Old Highway 28, Whitehouse Station, NJ - Block 7, Lot 38, Readington, NJ  A safe means of access was not provided to employees engaged in framing activities that were working from a Wooden Figure-Four Scaffold that was more than two feet above/below the point of access. Employees were observed egressing the scaffold platform by jumping down onto a window frame and into the structure.   Violation observed on or about May 27, 2016

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:   a. Ryland Inn, 111 Old Highway 28, Whitehouse Station, NJ - Block 7, Lot 38, Readington, NJ  Employees engaged in commercial framing activities were observed using a Werner aluminum extension ladder for access to the roof that was not extended at least 3-feet above the landing surface.   Violation observed on or about May 27, 2016  C & E Construction & Design, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 911984, citation number 1, , item number 2, and was affirmed as a final order on July 16, 2013, with respect to a workplace located at 34 Copley Avenue Teaneck, NJ 07666.
