29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person: a) On or about May 28, 2016 and at times prior, Richmond American Homes of Colorado, Inc., as the controlling employer, did not conduct effective safety inspections to ensure that the foreman of Carrillo Construction (subcontractor) was protected from falls of approximately 40 feet.
