29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement: On or about 6/8/2016 at the 101 N. Spruce job site, the employer allowed employees to be exposed to 72 pieces of uncapped footing rebar located 21" below ground and 6" above ground in an open trench; thus exposing employees to impalement hazards.
