29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.   Located along the rear area of the residential structure and employee was observed working from the perimeter exterior stud wall top plate performing stud wall top plate layout and framing associated work activities without conventional fall protection or equivalent and was exposed to unprotected sides or edge perimeter exterior stud wall top plates fall hazards in excess of 12 feet.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.   Located along the rear area of the residential structure and employee was observed working from the perimeter exterior stud wall top plate performing stud wall top plate layout and framing associated work activities without conventional fall protection or equivalent and was exposed to unprotected sides or edge perimeter exterior stud wall top plates fall hazards in excess of 12 feet who was not trained or knowledgeable of the procedures or regulations to minimize those hazards.

29 CFR 1926.1060(a)(1)(v): The employer did not ensure each employee using ladders and stairways had been trained by a competent person in the standards contained in Subpart X.   Located along the front interior area of the residential structure there was an employee observed performing framing related activities while standing with both feet on the ladder top of a Green Bull stepladder and was exposed to a fall potential of 63 inches who was not trained on the applicable Subpart X standards relating to ladder associated hazard potentials.
