Non-Woven Line - On or about and times prior to June 14, 2016, there was no guarding between the end roller and its structural frame, thus exposing employees to an ingoing nip point hazard.

29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to the items of this section.  a). Production Area - On or about and times prior to June 14, 2016, the employer's written energy control procedure used during servicing and maintenance on the Blending and Non-Woven Line machinery did not specifically outline the following:  1. Specific statement for the intended use of the procedure  2. Steps for shutting down, isolating, blocking, and securing all sources of hazardous energy (e.g. electrical, pneumatic, hydraulic, gravity)  3. Steps for placement, removal, and transfer of lockout/tagout devices and the responsibility for them  4. Steps for testing machinery to verify effectiveness of lockout/tagout devices and other control measures.   5. Types of lockout/tagout devices to be utilized on isolation sources  Valmiera Glass USA Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.147(c)(1), which was contained in OSHA inspection number 1101474, citation number 1, item number 1 and was affirmed as a final order on March 17, 2016, with respect to a workplace located at 168 Willie Paulk Parkway, Dublin, GA 31021.
