29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii); (a) Park West Loop in Oxford, MS - On or about June 7, 2016, four employees were laying bricks from the first and second level of scaffolding platforms that were not fully planked. About 24 inches of the second level platform and 30 inches of the first level platform were not planked or decked.

One employee was on the first level platform hand mortar and bricks to the employees higher up. The employee on the ground handed bricks and mortar to the employee on the first level.
