29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:     a)  Truck yard:  On or about June 28, 2016, and at times prior thereto, employees were exposed to health hazards, while performing cleaning operations tanker trailers that were contaminated with waste from oil an gas operations.  Employees were required to use half-facepiece respirators for routine cleaning operations of tanker trailers without the employer establishing and implementing a written respiratory protection program to address key issues such as, but not limited to, medical evaluation, fit testing, and training.    b)  Truck yard:  On or about June 28, 2016, employees were exposed to health hazards, while performing rescue operations and wearing a Self-Contained Breathing Apparatus (SCBA) to enter a tank containing petroleum distillates and Naphtha without the employer establishing and implementing a written respiratory protection program to address key issues such as, but not limited to, medical evaluation and training.
