29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. Located on the west side of a residential steep roof structure, employees were exposed to a fall hazard while performing framing work and providing hand signals to a crane operator while not utilizing any fall protection system. Potential fall height was measured to be greater than 25' with a roof pitch that measured to be 6 in 12.

29 CFR 1926.1428(a)(3): The employer must make the documentation for whichever option is used available at the site while the signal person is employed by the employer. The documentation must specify each type of signaling (e.g. hand signals, radio signals, etc.) for which the signal person meets the requirements of paragraph (c) of this section. Located on the west side of a residential steep roof structure, an employee was observed providing hand signals to a crane operator that did not have the required signal training documentation available on-site to verify qualifications of the specify type of signal training for which the signal person must meet. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.
