29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:  WORKSITE: The following stairways, used by employees used to gain access to the first, second and third floors of the building were not provided with a stair rail system along each unprotected side. These include (but are not limited to):    1.  Ground floor to the landing with 10 stairs and only the top five (5) stairs had railing installed. 2.  First floor to the landing with 6 stairs and only the bottom 4 stairs had railing installed. 3.  Landing to the second floor with 7 stairs had no railing installed. 4.  Second floor to the landing with 5 stairs had no railing on either side of the stairs.  5.  Landing to the third floor with 7 stairs had no railing installed.
