The rope pull starter of a gasoline powered soil compactor was unguarded. The wire mesh cover/guard was missing.

29 CFR 1926.416(e)(1): Worn or frayed electric cords or cables were being used: On or about; May 26,2016 Location: 92 Thatcher Avenue, Harrison, NY 10528 a) Employees were exposed to electrical hazards by using various damaged extension cords to energize a radial saw and other equipment. Damage includes cut outer insulation at various points of the extension cords.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stair rail system along each unprotected side or edge: On or about; May 26, 2016 Location: 92 Thatcher Avenue, Harrison, NY 10528. Two front entry stairs to access the house. a) Employees were exposed to the hazard of falls from stairways. Employees accessed work areas inside the building by using two stairways, one having 6 and one having 9 risers. Both stairways did not have a stair rail or any other fall protection along the unprotected edges and were without at least one handrail.
