29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury:       (a)River Bluff Estates, LLC @ 102 Telegraph Trail, Fort Pierre, SD 57532: On and prior to July 19, 2016, the employer did not ensure employees were instructed in the proper use of the John Deere 60D mini-excavator and the John Deere 332 skid steer as described in the John Deere Operator's and Maintenance Manual for these pieces of equipment. This condition exposed the employees to a struck by hazard.       Abatement Note:  Among other methods, one feasible and acceptable abatement method to correct this hazard is to ensure that all operators of the John Deere mini-excavator and John Deere skid steer are trained in the proper as described in the manual.  This manual stipulates that the operator read the operator's manual and other training material. All operator's should be trained.
