29 CFR 1926.501(b)(15): Except as provided in 1926.500(a)(2) or in 1926.501 (b)(1) through (b)(14), each employee on a walking/working surface 6 feet (1.8 m) or more above lower levels shall be protected from falling by a guardrail system, safety net system, or personal fall arrest system. Located along various areas of the commercial wood framed structure employees were observed working from perimeter exterior stud wall top plates, perimeter exterior truss top cords and interior truss top and bottom cords performing truss alignment, truss bracing and truss top plate installation associated framing activities without conventional fall protection or equivalent and were exposed to unprotected sides or edge perimeter exterior and interior fall hazards in excess of 14 feet.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. Located along various areas of the commercial wood framed structure employees were observed working from perimeter exterior stud wall top plates, perimeter exterior truss top cords and interior truss top and bottom cords performing truss alignment, truss bracing and truss top plate installation associated framing activities without conventional fall protection or equivalent exposed to unprotected sides or edge perimeter exterior and interior fall hazards in excess of 14 feet who were not trained or knowledgeable of the procedures or regulations to minimize those hazards.
