29 CFR 1926.651(f): A warning system such as barricades, hand or mechanical signals, or stop logs was not utilized when mobile equipment was operated adjacent to an excavation, when such equipment was required to approach the edge of an excavation.    On or about July 26, 2016, and in times prior thereto, a workers installing light bollards were not protected from construction related traffic exposing them to the hazard of being struck by vehicles. The holes being drilled were located adjacent to the parking garage and next to the service roads.
