29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on flat roofs with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, warning line system, or a safety monitoring system: a) On or about August 2, 2016 and at times prior to, employees were observed walking/working on the flat roof a new school building. The employees were not fall protected, exposing them to a fall hazard of about 15 ft. to the lower ground.
