29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a) Construction Site: On or about August 02, 2016 and at times prior, employees were exposed to a fall hazard of approximately 22 feet to the ground below while sheathing and framing the third level floor of the new apartment building. b) Construction Site: On or about August 02, 2016 and at times prior, employees were exposed to a fall hazard of approximately 8 feet to the floor below while sheathing and framing the third level floor in and around the unguarded stairway access.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail: a) Construction Site: On or about August 02, 2016, and at times prior, employees were exposed to a fall to the floor below using a stairway with approximately eighteen risers to access and egress the second level of the new apartment building. b) Construction Site: On or about August 02, 2016, and at times prior, employees were exposed to a fall to the floor below using a stairway with approximately eighteen risers to access and egress the third level of the new apartment building.
