29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which is 6 feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a) Employees were exposed to 30 ft fall hazard on unprotected balconies. Employees were drilling holes for balcony guardrails and some employees were not tied off to fall protection wedge anchors while other employees were going onto the balconies without fall protection.
