29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:     The employer is failing to protect employees from chemical hazards associated with the use of diesel fuel in their company delivery trucks without having developed a written HAZCOM program.  The most recent occurrence of this was evident in the investigation of a work site accident at 7151 Stacy Lane, Omaha, Nebraska where the employer has employees filling up their delivery trucks while running their routes in the local area without having developed and implemented a written HAZCOM program.  Instances of failure include but are not limited to:   i.    Failure to develop a chemical inventory list as means of tracking the various chemicals the employees may be exposed to.     Failure to identify the methods the employer will use to inform employees of the hazards associated with chemicals.
