29 CFR 1910.22(b)(1): Where mechanical handling equipment is used, sufficient safe clearances shall be allowed for aisles, at loading docks, through doorways and wherever turns or passage must be made. Aisles and passageways shall be kept clear and in good repairs, with no obstruction across or in aisles that could create a hazard. a. On or about August 10, 2016 and throughout two weeks prior, the back and center aisles of the warehouse were obstructed by skids of finished goods. The condition prevented employees from safely operating forklifts in the area, exposing employees to a struck by hazard.

29 CFR 1910.37(a)(3): Exit routes must be free and unobstructed. No materials or equipment may be placed, either permanently or temporarily, within the exit route. The exit access must not go through a room that can be locked, such as a bathroom, to reach an exit or exit discharge, nor may it lead into a dead-end corridor. Stairs or a ramp must be provided where the exit route is not substantially level. a. On or about August 10, 2016 and throughout two weeks prior, the employer did not ensure that the exit route from the center aisle of the warehouse was kept clear. b. On or about August 10, 2016, the employer did not ensure that the exit route along the wick area fence was kept clear from pallets of material and equipment.
