On or about 10 August 2016, three framers were installing floor trusses while standing on the top plate without fall protection, exposing the workers to a fall hazard of either approximately 11 feet to the floor below or up to 35 feet to the ground below.

29 CFR 1926.1051(a): A stairway or ladder shall be provided at all personnel points of access where there is a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist is provided.  On or about 10 August, three framers accessed the top of floor trusses from the floor below by climbing the frame of the wall for the hotel under construction that was more than 19 inches high without a ladder, exposing the workers to a fall hazard of approximately 11 feet.
