29 CFR 1926.502(d)(10)(i): Except as provided in paragraph (d)(10)(ii) of this section, when vertical lifelines were used, each employee was not attached to a separate lifeline: a) Main house - On or about August 12, 2016 and at times prior thereto, employees were using one vertical lifeline as part of a rope grab system for multiple employees use. This was the only anchor/lifeline installed for 3 employees on the roof.

The plank and brackets are only capable of withstanding 2500 lbs of force.
