On or about August 12, 2016, an employee handing metal panels to employees on the roof was not wearing a hard hat and was being exposed to head injuries.

29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. a. Employees installing metal panels at elevations of 6 feet or move above the ground are not being protected from fall hazards by a fall protection system. The employer fails to assure effective protection against falls as required by the standard, as demonstrated on August 12, 2016, when employees installing a metal roof system on a 7:12 pitch roof at 13405 Panama City Beach Parkway, Panama City Beach, FL 32407, were exposed to a 12 feet fall hazard. Art Construction of NW FL, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1007979, citation number 01 item number 001 and was affirmed as a final order on January 7, 2015, with respect to a workplace located at 6215 Front Beach Road, Panama City Beach, FL 32413. Art Construction of NW FL, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 472542, citation number 01, item number 001 and was affirmed as a final order on September 28, 2012, with respect to a workplace located at 5584 CR 30A, Santa Rosa Beach, FL 32459.
