29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  a) On or about August 22, 2016, at a worksite located at 2331 Spancrete Lane, Valders, WI 54245, the employer did not develop a written hazard communication program when a Sandblasting employee was exposed to silica sand blasting media during abrasive blasting.  All provisions of 29 CFR 1910.1200(f) through (h) must be covered in a written hazard communication program. Key elements include, but are not limited to the following:  1)  Written program 2)  Labeling 3)  Safety Data Sheets (SDS) 4)  Employee information and training

29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  a) On or about August 22, 2016, at a worksite located at 2331 Spancrete Lane, Valders, WI 54245, the employer's hazard communication training did not include an explanation of the labels received on shipped containers nor did it include an explanation of the safety data sheets (SDS) including the order of information and how employees could obtain and use the appropriate hazard information. Employees did not receive training on the updated GHS labels or SDS for super sacks of silica sand abrasive blasting media used by employees on the site.
