29 CFR 1926.20(b)(2):  The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:   (a) JR Lennen Construction, 500 16th Street, Denver, CO:  On or about August 16th, 2016, the controlling employer in charge of the construction site did not ensure a "competent" person made frequent inspections to ensure the installation of a complete guardrail system to minimize falling from the temporary elevated plywood scaffold platform near the southeast corner of the building on the second floor. The guardrails were missing midrails on the south and east sides of the plywood scaffold platform to prevent falls to the lower level. Condition exposed employees working for a sub-contractor to a fall hazard of approximately 12 feet.   (b)  JR Lennen Construction, 500 16th Street, Denver, CO:  On or about August 16th, 2016, the controlling employer in charge of the construction site did not ensure a "competent" person made frequent inspections to ensure the installation of toeboards along the perimeter of the temporary elevated plywood scaffold platform to prevent hand tools, debris, and other small objects from falling to the lower level. Condition exposed employees working on the first floor to struck by hazards.   Abatement Note: OSHA defines a "competent" person as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.
