On or about 23 August 2016, the employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed. 29 CFR 1910.212(a)(1): Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices,electronic safety devices, etc.  On or about 23 August 2016, the employer failed to protect employees in the Assembly room by ensuring the blade guard on the 310 Metal Cutting Bandsaw, S/N 31490, was adjusted to protect the unused portion of the blade from accidental contact. Employees were exposed to lacerations, fractures and/or amputations from inadvertent contact.   Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).

29 CFR 1910.215(a)(2): Guard design. The safety guard shall cover the spindle end, nut, and flange projections. The safety guard shall be mounted so as to maintain proper alignment with the wheel, and the strength of the fastenings shall exceed the strength of the guard, except:  On or about 23 August 2016, the abrasive wheel used in the Tool Room, was not provided with safety guards which covered the spindle nut on the HARIG 618.
