29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:     a) On or about August 15, 2016, and at times prior thereto, the employer did not perform effective frequent and regular inspections of the jobsite that they controlled to identify, correct and/or eliminate hazards to which their employees and/or the employees of subcontractors were exposed. Note: Abatement certification IS required for this item.  Note (2): Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part 1926.502(d)) that provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e).
