29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: 1) On August 20, 2016, and at prior times, Saunders Construction, Inc., as the controlling employer, did not ensure that employees of its subcontractor, L&L Design Builders, Inc., were protected from falls, in that a mobile scaffold had a wheel with a missing lock and two wheels with locks that did not function.
