29 CFR 1926.501(a)(2): Employees were allowed to work on surfaces which did not have the requisite strength and structural integrity:  a)  On or about September 6, 2016 and at times prior to employees were engaged in roofing work replacing damaged parts of the roof of a warehouse.  The employer allowed employees to remove debris on damaged areas of the roof, exposing the employees to fall hazard of about 19-feet, 3-inches.

29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on flat roofs with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, warning line system, or a safety monitoring system  a)  On or about September 6, 2016 and at times prior to employees were engaged in roofing work replacing damaged parts of the roof of a warehouse.  The employer allowed employees to remove debris on damaged areas of the roof without fall protection, exposing the employees to fall hazard of about 19-feet, 3-inches.
