29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:     (a)Mitchell Siding & Roofing, LLC at 6320 S. Avalon Ave, Sioux Falls SD, 57108:  On or about September 2, 2016,   the controlling employer did not ensure a safety program was developed and implemented for the work environment to include regular inspections of the job-site, materials, and equipment; conducted by a competent person. Subcontractor employees were working next to the edge of the roof on a multi-story residential apartment complex without the use of a fall protection system. The subcontractor employees were engaged in re-roofing activities. This condition exposed employees to a fall hazard of approximately 28 feet to the ground below.
