29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights did not bear on base plates and mud sills or other adequate firm foundation. On or about 2 September 2016, at this construction site, employees were exposed to fall while performing roofing installation on a tubular framed scaffold which was erected without base plates.
