29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On the west side of the commercial building, employees engaged in installing drip head flashing material from unprotected balconies without fall protection were exposed to fall hazards. a. From the second floor balcony, the foreman working without fall protection was exposed to a fall hazard of 13 feet to the ground below. b. From the third floor balcony, two employees were working without fall protection and exposed to a fall hazard of 24 feet.
