29 CFR 1926.502(b)(2): Midrails, screens, mesh, intermediate vertical members, or equivalent intermediate structure members were not installed between the top edge of the guardrail system and the walking/working surface when there was no wall or parapet wall at least 21 inches high:    (a)  Southern Land Company at 2525 18th Street, Denver, CO 80222:  On or about August 31, 2016, the controlling and correcting employer did not ensure that the midrails were installed at least 21 inches high in the following instances:    1)  A wooden midrail on the exterior wall of the west side of Pod 6, on the fourth floor, measuring 2" x 2", was installed 14.5 inches high from the ground.  The distance between the toprail and the midrail was 22.5 inches.  Condition exposed employees to a fall hazard of approximately 40 feet.

29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds applied within 2 inches of the top edge, in any outward or downward direction, at any point along the top edge:  (a)  Southern Land Company at 2525 18th Street, Denver, CO 80222:  On or about August 31, 2016, the controlling and correcting employer did not ensure that guardrails were capable of supporting a 200 pound force in any outward or downward direction at any point along the top edges of the guardrails in the following instances:  1)  At the exterior wall of the southwest corner of Pod 6 on the 4th floor, the guardrails included a wooden top rail and mid rail each measuring 2" x 2", that were nailed with singular nails 126" apart. These guardrails were not capable of supporting a 200 pound load.  This condition exposed subcontractor employees to fall hazards of approximately 40 feet;     2)  The guardrails set near the courtyard steps on the second floor were pushed back, and would not support a 200 pound load.  This condition exposed subcontractor employees to fall hazards of approximately 10 feet; and   3)  A guardrail in Pod 6 did not fully extend across the 38" gap between the studs, and could not withstand a force of at least 200 pounds.  This condition exposed employees to fall hazards of up to approximately 40 feet.

29 CFR 1926.502(b)(5): Midrails, screens, mesh, intermediate vertical members, solid panels, and equivalent structural members were not capable of withstanding, without failure, a force of at least 150 pounds applied in any downward or outward direction at any point along the midrail or other member:  (a)  Southern Land Company at 2525 18th Street, Denver, CO 80222:  On or about August 31, 2016, the controlling and correcting employer did not ensure that midrails were capable of supporting a 150 pound force in any downward or outward direction at any point along the top edges of the guardrails in the following instances:  1)  A wooden midrail at the exterior wall of the southwest corner of Pod 6, on the fourth floor, measured 2" x 2", and was nailed with singular nails 126" apart. This midrail was not capable of supporting a 150 pound load;   2)  A wooden midrail on the exterior wall of the west side of Pod 6, on the fourth floor, measured 2" x 2", and did not fully extend across the 38" gap between the studs.  The other end of this midrail was cracked.  This midrail could not withstand a force of at least 150 pounds;  3)  A wooden midrail at the exterior wall of the southwest corner of Pod 2, on the second floor, measured 2" x 2", and was nailed with singular nails 126" apart. This midrail was not capable of supporting a 150 pound load; and  4)  The guardrails set near the courtyard steps on the second floor were pushed back, and could not support a 150 pound load.    These conditions exposed employees and subcontractor employees to fall hazards of up to approximately 40 feet.
